To get into the fashion designing level, you just need minimum formal education. The minimum requirement is a high school diploma. No need for standardized testing that tests you on subjects that have no relation to the career you want to pursue. 

No hurdles in the form of bad standardized testing scores, stopping you from following your passion in life. Of course, you need to attain degrees or such if you want to make sure that your skills are honed perfectly and in a manner that allows you to pursue the field you want to the best of your ability. What you need most for a career in fashion designing is a flair for fashion and artistic skills that will allow you to convey your fashion vision to other people.
